This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until May 15, 2020. The initial cut-off date for referral of eligible applications will be approximately 5 days after the opening of this announcement with subsequent cut-off dates approximately every 5 days or as needed. Eligible applications received after that date will be referred at regular intervals, as received or as additional vacancies occur, on an as needed basis until positions are filled. Salary may be adjusted to include a Cost of Living Allowance (COLA) of 2.86% for Anchorage, Alaska, 10.28% for Honolulu, Hawaii, and 3.13% for Puerto Rico. JOB SUMMARY:
This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the “Coronavirus Disease 2019” (COVID-19), which has caused a public health emergency. As such, all applicants who meet the OPM Health Scientist GS-0601 Series requirements and the minimum specialized experience qualifications stated in this announcement will be referred to hiring managers for further consideration.

“Initiates, formulates, plans and executes analytic research projects and researches the quality of methodologies and measures pertinent to the assessment and summarization of the health status of Americans. Prepares comprehensive reports of study results that include discussion of substantive health issues and research objectives; assessment of the adequacy and quality of data used in the analyses; and explanation of the methodologies, results, and relevance to health issues as they relate to the epidemiological problem under study Identifies and analyzes public health issues and their impact on public policies or scientific studies or surveys. Using established, modified and newly developed scientific and technical methods and practices, identifies and evaluates a wide range of conventional and unconventional health conditions in a specialty area. Plans and carries out quality control programs and selects statistical and epidemiologic methods for use in quality control analysis.” ]

QUALIFICATIONS REQUIRED:
Continuation of Requirements: NOTE: This is a Temporary Appointment Not-to-Exceed One (1) year. At management’s discretion, may be extended for an additional year without further competition. A Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (https://ope.ed.gov/accreditation/) at the time the degree was obtained. Minimum Qualifications GS-11: Applicants must have at least one year of specialized experience at or equivalent to the GS-9 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience conducting a variety of surveillance or monitoring and evaluation activities related to public health programs. OR A Ph.D. or equivalent doctoral degree, or completed three full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR A combination of experience and education that meets 100% of the qualification requirements. Minimum Qualifications GS-12: Applicants must have at least one year of specialized experience at or equivalent to the GS-11 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience coordinating surveillance or research activities, providing advice and consultation to public health organizations, conducting analysis using statistical software, and supporting the development and implementation of survey tools and guidelines. Minimum Qualifications GS-13: Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience designing, overseeing, implementing and/or conducting epidemiological studies related to public health. Minimum Qualifications GS-14: Applicants must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service as defined in the next paragraph.
